During December 2018, the minister of public works, Thulas Nxesi, published the land expropriation bill drafted for public comment. The draft law lays out the procedure that would be followed to expropriate property – with or without compensation – if it is adopted. The expropriation bill comes after The National Assembly and National Council of Provinces (NCOP) approved a report that recommends constitutional amendment.
The proposed draft is the third version of the bill, with its first iteration released in 2008, according to Agri SA, the country’s biggest farming industry lobby group. The public has 60 days from the 21st December 2018 to submit written comments on the bill to the Department of Public Works.
